Four things set it apart. Two whole Mains papers, General Studies V and VI, are Knowledge of State of Uttarakhand, 200 marks each. There is no optional subject: all eight Mains papers are compulsory and the same for everyone. You are selected against one post only, from a preference list filled online after the Mains. And the answer book carries a published schedule of deductions, from one mark for an irrelevant remark to five for name, roll number, irrelevant matter and an appeal to the examiner together.

The vacancy count may go up or down. Under rule 6(5) of Government Order No. 1/160592 of 10 October 2023, no 25 per cent additional waiting list is prepared for a combined examination. Selection is provisional at every stage, and a recommendation already sent to the Government is withdrawn if a discrepancy is found in the records.

Exam Centres

The Preliminary is held in 24 cities, chosen in the online form by code from Appendix-1:

RegionCities and codes
Kumaon Almora 01, Ranikhet 02, Champawat 03, Pithoragarh 04, Ramnagar 05, Haldwani 06, Rudrapur 07, Kashipur 08, Khatima 09, Bageshwar 10
Garhwal hills Pauri 11, Srinagar 12, Kotdwar 13, Gopeshwar 14, Karnaprayag 15, New Tehri 16, Rudraprayag 17, Uttarkashi 18
Doon and the plains Dehradun 19, Vikasnagar 20, Rishikesh 21, Haridwar 22, Laksar 23, Roorkee 24

The Mains is held only at Haldwani and Haridwar, with the city taken online from qualifiers. The number of cities can change with numbers, the Preliminary may run at sub-divisional level, and the Commission may allot a city you did not choose. Once allotted, no change is considered, and multiple applications with different centres are not accepted.

Cameras, phones, pagers, scanner pens, Bluetooth devices, watches and any electronic equipment are banned and can bring a bar from all future UKPSC exams. Writing on the admit card counts as unfair means, and possessing copying material is enough for debarment whether or not it was used. A candidate with more than 40 per cent disability gets a scribe under Appendix-4, per GO 374(1)/XXX(2)/2019-30(5)/2014 of 20 November 2019 (Appendix-5 covers less than 40 per cent), and eligible divyang candidates from outside Uttarakhand get one too.

Admit Card

Admit cards are issued only online at psc.uk.gov.in, using the application registration number and date of birth, and are never posted. The card gives the roll number, date, time and centre. Do not write anything on it: that counts as unfair means. No change of centre is accepted.

Original certificates are checked only at document verification or the interview, with two self-attested passport photographs. Lists of ineligible candidates are published on the website, not sent by post.

Result

The Preliminary decides only who reaches the Mains: its 300 marks never enter the merit, and of those only the General Studies paper ranks you. All 1,500 Mains marks count, including General Hindi, plus 150 for the interview, for a final total of 1,650.

The final list is category and sub-category wise, published on psc.uk.gov.in and in newspapers. With no waiting list and one post per candidate, a candidate below the line has nothing to wait for, and a recommendation already made is withdrawn if the records do not match.

Cut Off

UKPSC fixes most of its bars in advance and publishes them in Appendix-07, rising stage by stage (35, 40 and 45 per cent for unreserved candidates at Preliminary, Mains and final selection). Only the closing marks of the Preliminary shortlist and the final merit list float, and those are not published in advance.

At the Preliminary you must clear two floors before the rank cut-off even applies: 33 per cent in the General Aptitude Test, which is 49.5 of 150, and your category's percentage on the General Studies paper, which for an unreserved candidate is 35 per cent or 52.5. The advertisement gives no ratio for how many are called to the Mains or interview.

Against 67 posts in sixteen cadres, a revised vacancy count moves category lines sharply, and with no waiting list the line where the list closes is final. Results appear on psc.uk.gov.in.

Preparation Tips

Uttarakhand is at least a quarter of the marks

A third of the Preliminary General Studies paper, two full Mains papers (400 marks) and one essay section are on the state. Study its history from the Katyuri and Chand dynasties, the popular movements from Coolie Begar to the statehood movement, its geography, economy, budget and disaster management.

Rank on the General Studies paper, pass the aptitude paper

Only Paper 1 decides who reaches the Mains. The General Aptitude Test needs 33 per cent. Wrong and multiple answers cost a quarter; blanks cost nothing, so do not guess blindly.

Take General Hindi seriously

It needs 35 per cent and its 150 marks count. The syllabus gives marks per head, so revise to them.

Know the deduction schedule

No pencil, nothing outside the answer space, no mixed language, no name or roll number inside, blue or black ink only. Each slip has a published price.

Order your preferences as if they are final

They are. You will be selected for one post only, and there is no waiting list.

Get the certificates right before 29 September 2026

Sample Papers

UKPSC keeps an Old Question Papers section and a Syllabus section on psc.uk.gov.in, covering every examination it conducts. After this cycle's Preliminary it also publishes the A-series question paper and later the final answer key with the result.
